The Nigerian Skills Qualifications Framework (NSQF) structures and recognises learning outcomes, skills, and competencies across progressive levels, regardless of whether they were gained in a classroom, workplace, or through self-study. A National Skills Qualification (NSQ) is the quality-assured, work-related qualification awarded when a candidate demonstrates practical competence against National Occupational Standards.

Traditional academic programmes usually emphasise theoretical knowledge and written assessment. NSQ is competency-driven and workplace-focused, assessing what a person can actually do in practical ICT tasks.

The NSQF uses progressive levels that reflect workplace responsibility: Levels 1-2 cover entry-level or assistant roles, Levels 3-4 cover skilled and supervisory work, Levels 5-6 cover technician-level competence, Level 7 covers managerial responsibility, Level 8 covers senior management, and Level 9 aligns with director or chief executive responsibility.

For Nigeria's ICT sector, the Computer Professionals (Registration Council of Nigeria), CPN, functions as the regulatory Awarding Body, working with sector skills bodies and accredited assessment centres to evaluate and certify candidates against national standards.

A training provider or assessment centre delivers hands-on instruction and conducts internal practical assessment. The Awarding Body provides independent quality assurance, including external verification, portfolio validation, moderation of results, and formal certificate issuance.

A centre seeking to offer certified NSQ ICT qualifications must first obtain the relevant approval as a training provider or skill development centre, apply to the ICT Awarding Body for centre registration, and demonstrate suitable hardware, software, laboratories, internal verifiers, trained assessors, and National Occupational Standards readiness.

The Awarding Body conducts external quality assurance visits, registers qualified assessors and verifiers, moderates centre assessment decisions, validates results, and processes recognised NSQ certificates for competent candidates.

An ICT Skill Development Centre should provide suitable workstations, networking or server labs aligned with the relevant standards, reliable internet and backup power, certified internal verifiers, dedicated assessors for each ICT trade area, a centre-based training committee, and documented health and safety policies.

Quality assurance happens at initial accreditation, through routine moderation visits by external verifiers, and through periodic unannounced audits to confirm that centres continue to meet operational and assessment standards.
